After a quick Google, there doesn't appear to be, but it seems like an interesting idea, and the description is detailed enough to reimplement it. Give me a day or so.

I need to know how the waves are synched: is it all quiet or all loud at midnight?

Also, it doesn't seem like you could determine the time just from that. If I understand it correctly, there wouldn't be a difference in sound between 10 pm and 2 am. I wonder if there's a way to fix this without a jump in the beat frequency.
