For some reason every time I boot my sound card doesn't work and I need to run sndconfig. Card is a SoundBlaster PCI 16.

Also it's really quiet, even with the volume turned all the up. When I boot into windows it practically shakes the room.

Any ideas/pointers?

PnP OS is not an option in the BIOS (Dell dimension 4550)
The administrator has disabled public write access.

Try running 'kudzu -p' as root. Another idea would be to do a 'lsmod' after you've successfully fixed the card via sndconfig and check which module the kernel is using. Then add 'modprobe <module>' to /etc/rc.local
