Why did it take so long to find in my 700 page suse linux guide that you must switch to runlevel 2 to work in textmode?
The administrator has disabled public write access.

Because that's not the only way to do it. Try Ctrl-Alt-Fx where x is between 1 and 7 (most likely 6). You'll get a text console and X will still be running in another virtual console.

Why disable the desktops just to run a command line?

Either use one of Ctrl-Alt-F1 to Ctrl-Alt-F6 to switch to a console (use ctrl-Alt-F7 to return to your desktop) or use one of the terminal windows that come with all modern distributions and which can be found in the K menu on the KDE desktop or in its Gnome equivalent.

Using a terminal window has an advantage in that you can still use the destop while keeping the terminal window open and can open more than one terminal windows side-by-side.
